The Athena Group partnered with the Washington State Department of Health (DOH) to conduct a Comprehensive Leadership Needs Assessment aimed at understanding leadership as an emergent, complex social phenomenon. With DOH doubling in size since the pandemic, many leaders were promoted based on technical expertise. This project aimed to bridge gaps by assessing current leadership experience, identifying gaps, and developing a data-informed roadmap for leadership development.
